S1 wasn't even that bad. The censor meme has blown its apparent awfulness out of proportion. Obviously the pacing was far from ideal, but I don't think any single cour anime could've stuffed in the amount of flashbacks and exposition that's in TF.
The fourth episode was wonderful and its climax was done a lot better than in the manga, honestly. Adolf's arc, despite being stretched an episode too long was pretty damn good as well.
Soundtrack was great too but it seems like Shusei Mirai is getting sacked as well, so that's another shame.
Hahahaha that was amazing as fuck. It feels like this time they are trying a bit more with this season.

Well, it's getting S2 for various reasons.
1. First season had a horrible team in charge, and the entire team got scrapped and replaced with a new one. New censorship laws also hit hard right before the anime aired, too, which caused for rushjob censoring.
2. It's also being used as promotion for the new Terra Formars Live Action movie launching in 2016.
3. Terra Formars is still one of the top selling manga in the world and they're trying to push it more in North America and Europe.
