This was one of the first anime I ever watched that wasn't on toonami or DBZ/Sailor Moon. Because when I first started watching anime it was all in 2006 from some streaming website my criteria for watching anime was boobs. That show delivered if I remember correctly.

Well, I used to love this show because of the world it took place in, the atmosphere, the music, and I had a huge crush on MC. You're both right, actually. The BDs are absolutely upscaled, and to account for how garbage they looked the studio had to do some anti ringing to make it look acceptable.
That being said, I would actually agree that downscaling the BDs to 480p would probably look better than the DVDs. Marginally, though.

There was an uncut dub with all the proper music and fixed all of 4kids' editing. In the 4kids version Yoh's dream as to become a rock star and Len had dubbed hentai tier lines. The uncut version didn't get far enough to even fix Horohoro from Trey Racer. That's what I was referring to, thought it was Funi's doing.
Though, I see no remake to ever happen since Flowers flopped and no one cared.
