They're expensive because they were rare and hard to get. This is how the cards worked: in the first run, only 10,000 were printed, and it wasn't possible to buy them. You had to enter a lottery contest in Young Jump earlier this year, and only 10,000 winners were selected.
The cards were never on sale, which is why many people are willing to pay a lot to get them (because they couldn't otherwise).
The ones being sold at jump festa are a slightly different set that anyone can buy, and it sounds like they will probably go on sale to the general public (i.e. at bookstores) sometime after jump festa. It hasn't been confirmed that they're going on sale in stores though.
But the lottery ones are rare and can only be bought secondhand.

If she was able to move her upper half out of her body and her kakuja was still attached to her lower half then she had kakuhou's in her lower half. The kakuja is just the kagune able to form into a different shape and clad the body instead. If she only had kakuhou in her shoulder area then she wouldn't have been able to move her shoulders completely out of her kakuja (like she did multiple times) without it just disintegrating like a piece of kagune that's cut off. She certainly wouldn't have been able to keep controlling it like she did.
Hell, even if she had some weird variation of the detached kagune technique, that would still result in kakuhou still being around, since that's literally what that technique is.

The problem I have is that Ishida's writing style follows a pattern. We have just hit the climax of the arc, whereupon it winds down and starts setting up for the next arc.
A brief refractory period with a funeral or somesuch makes sense, immediately diving back into more bullshit action- particularly this sort where five different big things happen in as many pages- is not Ishida's style.

I actually have a theory on that. Floppies aren't failures per say, they're actually fully functional ghouls, however they are inferior to Kaneki somehow and they have weaker regen. It could also be implied that they don't produce kakuho of their own. I suspect that this is mainly because their RC cells are mismatched with those of the kakuhou. Say Amon for instance, his inborn RC cells were not of the ukaku-type and therefore an ukaku kakuho creates a conflict with his natural RC cells, thus making it impossible for him to use his ghoul powers to their fullest.

Him being strong in general is not the qualifier. Amon was strong before he became a half, especially with Arata. That's not what I meant. I believe that only a few select humans have ghoul potential, it is said that outright failures will be eaten from inside by the kakuho and are constantly decomposing. You saw what condition the other test subjects were in when Kaneki invaded Kanou's lab. Then from these chosen few the RC cells of the host and the kakuho must match.
A complete failure is a decomposing mess.
A floppy is a functioning ghoul with inferior abilities.
A perfect artificial half ghoul has a body that can withstand the kakuho and matching RC cells.
Perhaps it's a combination of the factors you mentioned, like say humans with 'blank' RC cells are consumed from within and those with a specific type are the ones with potential as half ghouls.

If Kanou still considers Amon a failure, then according to what Kanou is aiming to achieve Amon is a fucking failure. I think it's wrong to make assumptions on Amon's strength based on the short scenes we've gotten so far. He's a very important character to the plot, and, he mirrors Kaneki a lot. Kaneki was also weak half-ghoul at the start and got stronger through his efforts alone.
