SP's true power isn't stopping time, but adaptability. When victory is impossible, it adapts to its opponent.
Its super-strength, Star Finger, being able to suck in air like a super-powered vacuum, stopping time, these things might look like they're innate to the stand, but they're actually adaptations, evolutions in order to guarantee survival. The one ability that can be perceived as innate, since Jotaro showed it before using SP in a battle, is its super-precision, though that could also be adaptability in order to survive being shot in the head.
When Jotaro fights Kakyoin, the latter walks away with just a few bruises despite being punched repeatedly in the head through his stand. However, as fights go on, Jotaro seems to be able to damage his opponents much more easily, and they are utterly wrecked if not downright killed from his beatdowns. That is SP adapting and becoming stronger to ensure Jotaro's survival against stronger and more ruthless opponents. It also develops Star Finger, increased lung capacity and strength, and the ability to stop time, in order to ensure victory and survival.
However, adaptability is innate of one's youth. As we grow older, we tend to become less open to new ideas, and we are much less modifiable as people. When we see Jotaro in future parts, he is an adult, his age of youth and discovery is long gone, and thus SP cannot learn new abilities to ensure his survival against enemies like Kira and Pucci.
In EoH, when Jotaro, in his youth, fights Heaven DIO, SP can still adapt in order to win, and does so accordingly. The adult SP of that timeline will be much more powerful as a result, too.
TL;DR, SP's power is literally asspulls, that's why it wins everything.
