Yes it does, it's literally just the rock to Diavolo's scissors. Since Diavolo was manipulating fate GER would trigger automatically when he would make a move against Giorno in erased time, after that he couldn't redo his actions but everyone else's actions were still preserved. Mista could shoot his gun, and Giorno could rush Diavolo.

If I had to guess, it probably has to do with joseph, jotaro, josuke and giorno all getting their stands directly from DIO. Hence why joseph has HP, why star platinum and the world are so similar, why crazy diamond looks like the world and has a similar pseudo-time based power, and why gold experience has dio's dick holsters.

Maybe it's just me, but I really feel like Diego's VA should have been someone other than Dio's. I mean, Takehito Koyasu is great and all, but not only his voice too common in anime, but being Diego who is suppose to portray a much younger character than Dio really begs for a different voice style. Well part 8 does have a pretty creepy vibe about it along with the mystery novel feeling. We got a small town which has a unique geographic formation around it, "Wall Eyes" which no one knows WHY they showed up. Josuke being found buried under the ground with Kira's body and then finding out Josuke is two people spliced together. Then we got the Higashikata family, who are a bunch of weirdos with Stands that they hide from each other but are hiding some pretty serious secrets. Add to that we have the Stone Men, who are pretty good for being horror-esque villains, with their inhuman nature. Add to that the mystery surrounding Josuke and how every new clue to him seems to take the mystery deeper and leads to strange places, really makes Part 8 perfect for some semblance of horror. I mean shit, the latest chapter was pretty freaking spooky

There's more than enough to work with when it comes to EOH's tiny movesets. The main ability can be turned into an interesting gimmick, PMK can be used just like Hanged Man for Hol, and Paisley Park can glide around twisting feet backwards and occasionally emerging to do punch rushes. Speedwagon is playable too and she could definitely beat up Speedwagon.

GER could reset the actions and the will to act of any being driving any action (Mista randomly shoots Giorno, GER undoes the shot and removes Mista's will to shoot or act). the 'will' part is very important here - GER couldn't reset a landmine going off, which is automatic, although he could perhaps reset the person who stepped on it
the confusion here is that, like GE, GER has many powers that appear related but are in fact distinct. back to Diavolo, who's stuck in a deathloop. Diavolo is a victim of fate, trapped in the river unable to act.
that's not causing the deathloop though, the deathloop is merely an amped up version of the slowmo punch from early on. Diavolo is so used to seeing the future he literally cannot comprehend his inability to see the future. he's had extreme 'life' put into him and is thinking faster than he can act, imagining the infinite ways fate could play out
the ability to turn things to life is also distinct (shoot a laser at a rock, turn it into a scorpion)
another unrelated ability of GER is that it's actions seem immune to Epitaph (Diavolo doesn't see the scorpion laser, just GER standing still)

GER could work on other people and use its other powers, but it's peak effectiveness is against Diavolo specifically
