Well fat and ugly women aren't good to look at. Most people want cute and beautiful things. Japan is no exception. Even in anime ugly and fat are very rare because anime is a form of entertainment: it should be pleasing to the eyes.

I think asians in general seem to have some complex with 'beauty'.
In Best Corea there's a really high cosmetic surgery rate.
In China in every story every girl has to be the 'most beautiful' to have a role.
In japan they pretty much turn cuteness into a substitution for beauty even when they usually try to have both at the same time(oppai loli).
I think the biggest part is the industry is targeted at the 13-18 market so they have a captive audience. That and otaku/fujos.
