Oh, if they make a big deal out of the act of cutting it, then, yea, it's a little hokey.
But, like, if at one point in the show, a character has hairstyle X and then later has hairstyle Y, it can make the show a little bit more emotional.
Take Pokemon for example. When I see Ash's clothes now, I think about how much everything has changed since the first time I saw him, and I go "damn.".

Actually yes but first, it has to be very sharp, and second, the hair has to be held by the cut part.
If not, lots of speed can actually compensate, so if a sword hit only your hair, for example, there is a fair chance it will cut some of them... and that you should consider yourself lucky to be alive.
