Probably Iwasaki, Ooshima Michiru has been great too, though Sato Naoki with Eureka Seven is better than anything by Iwasaki in my opinion, but I can't think of anything else worthwhile, while Iwasaki has so many great OSTs.

Iwasaki = quality x quantity as opposed to one-hit wonders
