What went wrong with PA Works?
They used to be the highly perspective "indie" (well anything outside of Tokyo is) studio with own recognizable style and prefferences, nearing the status of KyoAni 1.5
Focusing on youth drama shows mainly, having very nice production and recognizable art and attention to details and great effects department and backgrounds - they had but one minus all already were used to: sameface with every new show reusing to some form designs of the others.
Producing great works as True Tears, HanaIro, RDG, NagiAsu, Glaslip, Shirobako - seemed they were heading in right direction, increasing their reputation.
But suddenly - they ventured off to adapt in totally untypical to them style Eccentric Family, wasting resources in failed attempt to score Tatami Galaxy fanbase. They whored themselves to Kei again, repeating the disgrace of Angel Shits with another Maeda flop.
Now they produce Hyouka x Hibike mystery/music show, using rehashed samefaces characters and low animation and art quality.
What happened to PA Works? Will it ever recover and grant us likes of HanaIro, NagiAsu and Shirobako ever again? Is the current shit trend because Okada left them for Gundam?

Character design actually has nothing to do with Hyouka/Hibike - its actually (aside from fem MC) are all reused past PA Works designs, which is typical for PA.
The symilarities to KyoAni works are in fact that the new anime is based on mystery novel involving basically Oreki and Chitanda like characters solving mundane school mysteries. The fact they are in wind music club just adds to "KyoAni rip off" status, since it concidently comes right after Hibike.
Technically though it has little with Hibike, its more Hyouka clone.

Mainstream in anime industry = located in Tokyo
KyoAni and PA Works arent, they from begining were "indie" studios since are located far from center of industry - KyoAni in Uji Kyoto, PA Works in Osaka: thus depending on in house capacity much and aside industry workers pool and resources that are in Tokyo.

RDG was great. Condolenses if you have ADHD and could not appreciate it.
Glasslip has big flaws, but still was better than their Kei Shit. It was their last "proper PA Works tradition" show - with nice animation, character design, directions (also flawed story.. incomparable to say their Okada works).
The simple fact should tell you enougth - Glasslip looks visually better than both Keishit and the new HaruChika show they adapt.

They were one of very few studios with consistent high production quality - the trait usually atm attributed exclusively to KyoAni (even studios like Bones, Sunrise, Madhouse that CAN product great animation, for most cases and episodes produce low budget and quality shit - while KyoAni and PA kept the standards consistent)
Also, being |Progressive| animation works, they were actually true to their name - they have very nice technical capacities in FX and post processing departments, utilized complex camera work untypical to others at time, proper shadows and lightning, detailed visual effects like reflections/smoke etc. which other studios have to contract others or plainly cant afford.

opinion discarded. Also, they didnt suddenly come up with UK, it aired before half of the "great" shows you mentioned. At most all this proves is that they're a hit or miss studio; their quality hasn't gone down and you're just analblasted over them "copying" Kyoani, where any logical person can see that it's clearly not the case. The project was probably planned a year or two ago, so they can't be ripping off Eupho which was really recent. And just because the main girl had dark hair and purple eyes it doesn't mean they ripped off Hyouka either.
Stop trying to force fights between Kyoani and PA works. I'd wager that people who like one studio probably also like the other so it's really stupid.
