Yoshii is one of my favorite characters in anime because he's just so enjoyable but on the whole, Onishi was a better character with a better story.His deathwas one of the main reasons that the ending was so powerful.

I think they're equally good, but it seems that evaluating the quality of the second half/cour is based on how much the viewer tries to understand Kano, whose intentions are significantly more difficult to ascertain than Yoshii's (especially because Kano's a pretentious cunt who's thoroughly obsessed with himself and his mind).
