There was very little time given to hype the brokers, the importance of the Underworld, or how overreaching Doflamingo's control was. This was stated early on before Oda had completely defined the outlines of the full story. There were no Emperors then and no Balance between the 3 powers.
They're still a pirate deterrent in the sense that they deter an attack on Marineford.
Occasionally they hunt for weak pirates while being backed by the marines. But we've never seen a major conflict between Schichibukais and big names pirate, which is a shame.

You missed the point about them being a counter balance working for the World Nobles. They act on occasional injunctions from the Gorosei and aren't supposed to do much outside of that. Mihawk, Kuma, Moria, Doffy and Hancock. Jinbe and Teach switched sides. And Hancock wasn't even fighting for the Marines side. So pretty much only 4 Warlords were there. And one of them was meant to be killed off by the end. 4 Warlords vs 2 Formers and Teach. So the Balance means jack shit. The Gorosei keeps raving on about it but it doesn't hold any meaning as of yet.
Point is, Fujitora and people like Smoker sees the Shichibukai as nothing but pirates. So that's why they want to abolish the system.

He stole the gomu gomu and then hid in an obscure island in the most peaceful sea for a year, and never sold the devil fruit.
He was never shown with the scar before that point in the timeline. His face was no hidden while he was shown on Roger's ship, so it's pretty likely that he was scarred after Roger died and not before.
We can't know for sure but it seems likely that Shanks raided Whitebeard's ship, stole the Gomu Gomu, which for some reason baited Blackbeard into revealing his real power level (scarring Shanks), and then went and hid in east blue for a fucking year.

A Yonkou is a huge force, and he had several smaller but New World tier crews fighting with him. Besides that, WB had the intent of sacrificing himself. Hancock, for instance, has a huge advantage over every other Shichibukai except for the mindless Kuma and arguably Jimbe. While I do think that Mihawk's and Doffy's pure combat strength is greater than hers, they would have to cosntantly inflict damage on themselves, avoid looking at her etc. during the fight. Their best chance is to speeblitz her since she slowly gains the upper hand in a longer battle.
Meanwhile, Jimbe (with water at his disposal) rapes Moria and Crocodile.
Moria, however, can use the strength of the other Shichibukai against themselves. If he somehow gets their shadows (I know that's a big IF) he has the upper hand since they would have to fight a zombie version of themselves as well as Moria.
Buggy cannot be hurt by Mihawk's blade (although Mihawk could probably knock him out) or Law's ability.
