Why isn't H.265 the standard codec for fansubs?

I dunno, I've downloaded some h265 encodes and some were fine. The Psycho-Pass movie had a decent encode and that shit was like a gig and a half for a two hour movie
one reason: internal and external hdd/ssd`s are cheap, so nobody cares that high qualitiy = large file size

It's within 10% of the compression ratio compared to x264, but it takes a much longer time to encode and in plenty of cases it looks worse.
But for very low bitrate stuff it has an advantage.
