More like Takahiro realized how badly Madoka was screwed up by Rebellion, and so he decided to take roughly the same idea and improve upon it.
He succeeded largely, although hampered gravely by a lack of funds that forced them to shoehorn a 13 episode storyboard into 12 episodes.
Without the LNs VNs and Game this easily would have required 26 episodes.
