A few clarifications of special cases:
"Age" means relative age compared to their lifespan, so 1000 year old vampire lolis are still lolis.
Robots and other assorted artificial/ageless beings are classified solely on their body type, since they will almost always be designed to appear to be lolis in at least some respects.
Members of the "loli teacher" archetype and other similar characters with the right body type but wrong age and level of maturity are not lolis, but they do have loli bodies.
"Loli body" refers to having the body type which lolis have. Having a loli body does not mean you are a loli, but being a loli means you have a loli body.
The rare oppai loli is still a loli, assuming she meets the age requirements and has a loli body aside from her huge tits.

Body type 100%, because this is anime. You can't say age, or height, or personality, or whatever nonsense the next generation will come up with, because a sizable portion of anime characters don't look their own age, and you can't declare something as a definition if it's only true most of the time. That's not how definitions work.
In real life, sure, since a very tiny amount of people don't look their own age; but not in anime.

Komari is the oldest at 14 so they all easily fit the age requirement.
Hotaru is a good ways into developing breasts and hips but isn't done yet and is still very pure.

When asking about "age," I believe people are far too hung-up on the idea of "eternal lolis." I interpret the age question as, what if a character canonically 16 years old is short with a flat chest? Does this constitute a loli? I'd say no.
At the same time, a loli vampire who's been alive for 500 years, is trapped as a little girl, hence, it is a true, actual little girl body. This fundamentally differs from the idea that the 16 year old HAS an immature body, but at one point held a GENUINE younger body. Thus, the loli status, while comparable, is insufficient to the real thing.
