I mean hypothetically if a character you absolutely hated just got raped and killed without buildup you could enjoy it. Wouldn't make it any less forced.

It doesn't mean anything. The term was invented by some moron on 4chan years ago, but then escaped into the real world. All drama is "forced", in that events are deliberately contrived by the writer to produce a dramatic effect with little or no consideration for naturalism or even plausibility.

This is a meaningless observation; obviously anything that happens in a fictional story occurs because the writer put it there with the intent of affecting the audience in some way. But that doesn't mean all dramatic developments are equal.

I don't know if something similar exists for fiction in general, but consider Ronald Knox' ten commandments of detective fiction. Of course, it's possible to write a good detective story without following these commandments and following them is no guarantee that you've written a good story, but think about why these commandments were thought up in the first place: why would it be bad to have more than one secret passage or to reveal the existence of a twin after the mystery has been solved?

It means EMOTIONALLY UNJUSTIFIED DRAMATIC FRAMING of events, based on the setting or the characters.

Somebody dies in a freak accident, but it's treated unemotionally, without dramatic framing? Not drama, therefore also not forced drama. However, it can be a good foundation site for dramatic framing of events that follow, such as people acting emotionally at the funeral etc, but this has to be handled skillfully.

Somebody dies in a freak accident, and the situation is framed, depicted and otherwise treated emotionally and dramatically? Forced drama.

A drunk driver's passenger dies in a car accident after we have witnessed previous events (e.g. emotional turmoil) leading up to the driver drinking and driving against better judgment, and the situation is framed dramatically? Not forced drama.
