Recap episodes are normally a sign that there were production issues involved, like money troubles, creative differences, time issues, and so on.
In mainstream shows which have 50+ episodes per season, recap episodes are less of an issue.
Etotama, a 12 episode show which aired this year's Spring season, had a recap episode. For such short anime shows, this is very jarring.

Generally what I do when I come to a recap episode is to immediately stop watching, go do something else, come back in ~6 months, keep watching from the recap episode. That way I get to experience the recap episode in its full glory, as a way to refresh my memory on a series that I had partially forgotten about. If the recap episode is good, I can continue from where I left off without any difficulties, and if it is bad then the producers are lazy and only made a recap episode to save time/money.
If you don't do this, I really can't see how you can accurately judge a series because you are practically ignoring how good an entire episode is (and one which is has a very different format to the rest of the series), which is quite significant in shorter series.
