You can emulate a lot of the advantage Chinese have if you just pay attention or study up radicals though. Just knowing Chinese doesn't always help, since the kanji in use in Chinese and Japanese have diverged, but the radicals are still useful.

As is the way there is more than a single way to approach things in this game, it is best to try things out and see what works for you than just blindly follow what other people say.

anyway, I think the problem is that we inherently disagree on what is more important when it comes to fleet composition, which is the main criteria by which an "elite" DD is judged, since you favor min-maxing and I favor generalists.
In the last two times we argued, it boils down to the idea that you would prioritize having the two DDs best in each category of utility (AACI / Yasen / Cut-in) even if it comes at the cost of each individual ship being lacking in the other category, whereas I prefer having one DD that specializes in a category depending on a need, and a multi-utility generalist that can augment the other DD in its strongpoint (Shigure to Yukikaze for CI, Fubuki to Poi for general Yasen) and provide some general degree of the other utilities, even if it can't match a specialist.
Therefore, I consider multi-utility generalists such as Hatsushimo and Fubuki as Elite, whereas you don't, since you would consider a middling generalist AACI that only has a slightly higher chance of triggering irrelevant . It seems like most people agree with you more (though I would argue a lot of that comes with people just disliking Fubuki), but rather than going into another big argument, we could just agree to disagree on the topic.

At best, such AACI is only added in as an afterthought when you put double attack on DD for whatever reason (eg. boss is an installation, the DD is used for routing and she has low luck), and at worst, it's completely passed over for other equipment like searchlight, flares or sonars.

The thing with AACI is, only one AACI can activate at a time, and you want whichever AACI procs to be as strong as possible. And despite Akizuki's AACI being one the strongest, it has the lowest priority to activate (it'll have a chance of activating only if all other AACIs fail to activate), so better not have one of those inferior AACIs on one of your other DDs.
If I were to hazard a guess, Akizuki's role in combined fleet is much like Ooyodo's; pure utility. Both are there so the main fleet are better able to attack. Ooyodo carries night battle equipment so the escort fleet can cut-in more easily at night. Akizuki shoots down enemy planes so your fleet doesn't eat random crits in the aerial phase and for that small chance for the enemy carriers to be completely unable to attack in the shelling phase. Inferior AACIs hardly ever shoot down enough planes to achieve either.

Also just a heads up: the meta has changed a lot over the years, but one thing that hasn't changed is that it favours min-maxing a lot. There's a reason why CAs used to be considered complete shit before artillery spotting was implemented, and why CLs are currently the worst ship type. Generalists have a lot less value in comparison. You could try and defy the meta, but it won't be easy.

DA can be more useful in that DDs can actually clear trash mobs imo. +7 guns do wonder on maps like E-5 this event where you want those shitty enemy DDs to die before they shoot torpedos and clear for yasen.
I've seen way too many DDs only hit for chuuha on enemy DDs making it really annoying to just give everyone cut-in.

In doukousen or green T even my Shigure with CI has no less problems oneshotting a late model elite DD in shelling than my other DDs with two max Akizuki guns, and in red T or hankousen even the DDs with 2 Akizuki guns had difficulty doing more than scratch to them (goddamnit Yuudachi), so it wasn't a problem for me.
E5 boss is ridiculous though. Good thing boss support with 4 CVL was cheap.
