I don't understand how without Earth, and without the drive Goku and Vegeta had, that the Universe6 Saiyans would be able to hit Super Saiyan
I could see it being a universe were Raditz killed Piccolo and Goku, and took Gohan for his potential

So right there Cell is already stronger than Beerus as he would be around a 12 on the cosmic scale while Beerus is only 10.

So Beerus is a 10 on the cosmic scale, Whis a 15. 10x10 would make Cell a 100 on the cosmic scale, dwarfing Whis completely and far beyond anything anyone else could ever obtain.
