The anime was made knowing there wouldn't be a real ending and that it wouldn't get too long of a run. Director for it pretty much said fuck it and made it into more a sexy comedy and took a lot of liberties with an anime-only ending.
Then the english dub comes along and takes its own liberties sometimes rewriting the scripts of entire scenes, making the final product completely nonsensical. It's one of the few shows where I actually enjoyed the dub more. The voicework is fairly well done for the small budget they probably had and you can tell they really enjoyed making it.
