Considering that the Clow Cards are pure magic that are designed to affect the real world while the Yugioh cards are based in the beginning of of a simple game, I would say the Sakura, who at any stage or time, can summon any of the 52 Cards of the Clow Cards is far better then a long dead spirit who is realistically limited to some type of board or field.

In the manga by the end she's more powerful than Clow Reed was (and she's just 11 or 12 years old) meaning she has enough magic to split her soul to reincarnate, cast spells that transcend her death and develop clairvoyant powers, but she's just as vulnerable to death as anyone else is, and in the transition between being defenseless and releasing the wand anyone fast enough could defeat her, unless she came prepared beforehand (unless she also learns to use the cards without the wand/staff). But omnipotent is pushing it too far.
