Its doujinshi tier
Except with more effort than usual put in, as its an entire story in itself. Kimigabuchi does this sort thing for a number of series, but RETAKE is probably the most famous.
The Negimaru as some assfuck level plot twists as well you might not see coming and was a decent story if you forget all the sex parts. Same could probably be said about RETAKE, the sex didn't really do anything for it.
I kind of miss the days when we could talk about this type of doujinshi without automatically shitting on it and nothing more being said.
You could claim doujinshi is fan-fiction from the start, but there is a difference without question. Doujinshi after all is nothing but playing with someone elses characters and writing some interesting stories and scenes with them, or just sex. Doujinshi is regarded as higher, maybe because of the level of effort instead of "My little pony x Jojo"s shit put into it.
Touhou as a whole is built upon this type of doujinshi.

You're right about it being doujinshi tier, but the range of quality for doujinshi is enormous. There's plenty of books that just take a pairing, boils the characters down to their base cliches, and has them interact through anime romance tropes or has the fug. I don't think these works are any better than fan-fiction.
There's plenty of this in Touhou, especially because many characters don't have well-established personalities in the first place. I think the memorable stuff is much higher quality though.
