StrikerS just about toed the line, but it set the problems that have resulted in the series' holding pattern of despair over the last five or so years in motion. It really needs to remember that it's a magical girl show with a sci-fi flavor, not an army procedural. And for the love of god, stop throwing in legions of new characters and plot points when you have plenty of old ones you could tie together and make it actually feel like a continuity again.
Hopefully the movie can recapture some of that lost magic, because a Duke Nanoha Forever after all this time would be the final nail without a doubt..

The aesthetic is not the genre. A magical girl show with science fiction trimmings is still a magical girl show, and military show where they happen to use magic is still a military show. A's was basically testing the waters for taking the series in a different direction, and when it was more successful than S1 they took it even further with StrikerS. Most of the flaws of StrikerS were already present to a lesser degree in A's. They just became exaggerated enough that the classic Nanoha fans started to notice them.
It's presumably around this point that production began to realize that Nanoha housed multiple demographics, and so started trying several different directions (Force, Vivid, Innocent, games, movies) in an attempt to get a better idea of who makes up what demographic.
Force's failure may be explained by some combination of them producing a poor product due to over-extending their efforts, pushing the series into critical mass with the A's/StrikerS aspect, or just missing their demographic's preferred medium by producing it as a manga instead of an anime.

Because melee fighters. Belkan is a melee-oriented style, it makes sense that melee fighters use them.
Mid style is easily usable by anyone that has magic, and is more about shooting than melee, it can do some melee, but it doesn't specialise in melee.
