The fandom itself is more than fine. On twitter alone, it has numbers that other franchises would be willing to sacrifice little kids to Satan if such a thing would help.
The problem lies simply in the fact that the show itself is not good enough for the more hardcore fans (aka otaku) to actually invest money in it.
Yes, the CG is good (in fact, that's the very main thing that drew most of the fans to it in the first place - a Shirogumi show has good CG, that's what automatically assume), it has a nice and varied selection of kemonomimi-girls, an okay story, and such.
But when looked more closely, it's that the CGI had to be done in part by Koreans, so it's not really that superb enough. The girls are cute, but not cute enough, sexy enough, interesting enough, or in some cases don't have enough remarkable voice actresses behind them. The story is okay, but not really engaging enough, and many of the episodes are rather boring filler. The 2D animation is okay, and nothing to write about.
The Japanese know that they're paying ludicrous sums for their BDs, and the companies know that their hardcore customers are only willing to put up with their insanely high prices for the goodies and if the product is actually very very very good.
And before anyone starts the "Japan has shittaste" meme, keep in mind that this fact can be seen here in the west too, in the very Etotama-threads on /a/.
Enough Westerners do like Etotama. But not enough like it so much that they would be willing to spend lots of money for it.
