She's a bimbougami. She didn't even have a name until Daikoku named her Kofuku.
She's not a minor goddess because people pray to her as if she was the real Ebisu. In the end she could be considered Ebisu too since people believe she is Ebisu.
Kinda like in Monogatari people believing Kiss Shot was a goddess so she became a goddess.
