In retrospect I quite enjoyed the Muse ruse and think it was pretty good executed with the black/purple color palette of mystery Muse to mislead the audience with even the generals suspecting and excluding Siren. On the other hand I found it pretty unsatisfying in how they didn't bother to explain the significant difference in physique like it was done with Ace. Shame I watched Suite years after it aired, might be fun for live watching nowadays.

I'd agree with you if we were talking about anime in general, but we already know Toei's going to be lazy with the setting and themes and fuck up the execution because they do it every year, so good character designs can carry a season for me.

Smile, HaCha, Suite, Fresh and HC had amazing settings. While Yes!5, Suite, HC, GoPri, Fresh, Smile and FW have all some very interesting themes explored in some of their episodes with Suite, GoPri and Yes!5 the best thematical tightness in their plot.

Don't get me wrong, it's not a BAD Mahou Shoujo. It's just not PPG.
It exists in this strange space where it's a played-perfectly straight Magical girl version of a show which was a parody of Magical girl shows that were played straight.
That said, for what it was: It is probably one of the most overdesigned mahou shoujos in existence. Everyone gets a new costume or outfit every episode, to the point where it's rare to see them wear the same clothes twice. The animation is extremely fluid, and everyone's outfits get more and more lavish and detailed as the season goes on.
It's strange to think about it considering the nature of the show: Which was just 'make a magical girl show based on this thing from America, that was Magical girl, right?'.
My best explanation is that they had Ikuko Itoh making designs and were going to use her.

The queen of the fairy kingdom was childhood friends with the princess of the music kingdom, but the princess of the music kingdom disappeared and the music kingdom destroyed.
So the fairy queen tasks the balalas to find out what happened to the music kingdom and the princess.
Along the way, they meet several musicians from the music kingdom who escaped to earth after the kingdom was destroyed, each relaying a portion of information on how it was destroyed.
Each musician however is only able to be kept alive because they contain a fragment of the music kingdom's magical artifact which shattered on the day the kingdom fell.
