We would be here all day to fully describe Kishi's failing with the Sakura character.
The only pluses for her are her character design (though Kishi got pretty lazy drawing her hair in the latter half of Part 2) and that she got by far the biggest power up during the first time skip. She went from the weakest ninja in the series to a mini-Tsunade. However, that is part of the problem since she never has any unique skills or abilities. Kishi just copied and pasted from Tsunade to Sakura.
Also, her family is nonexistent in a series that becomes obsessive about family, she never develops past or expounds or gets over her crush on Sasuke. Even Naruto, the most Sasuke-hungry fucker in the series, isn't nearly as hollow a character as Sakura if you take away Sasuke-lust. Bitch has got no other goals or aspirations besides landing Sasuke.
This might not be the biggest deal if Sakura was a background character like Hinata, but she is one of the 3 main characters, so drags the whole manga down with her uselessness.

She wasn't written to be a good character, she was written to be a teenage girl (who also happens to be a ninja). She's constantly feuding with her ex-best friend over a bad boy. Then she matures. She grows into a woman and becomes more responsible and stops living life for other people (specifically Sasuke). The whole cutting off her hair thing was overdone but poignant. She grew it out because she heard Sasuke liked long hair; so did Ino. It symbolized her petty and childish feud with Ino which got in the way of her work as a ninja as it was stupid impractical and ended up getting caught. When she puts being a ninja over being a stupid teenage girl, it shows maturation.
All you really need for a good character is a good arc. You need them to mature or change somehow, not to be likeable as a person 100% of the time. Sadly her development kind of petered out altogether and she was carried along with feminist affirmative action to remain relevant.

When Kishimoto started Naruto, he had a very unique look to the manga that made the designs look "sketchy" but in a very controlled and unique way. It made the characters and fights stand out very considerably. This was pretty much how it was for pre-timeskip
