Pretty much all the movies suck compared to the manga, but the overall best one is probably Dead End Adventure. Just be warned that everybody but Luffy does jack shit in the movie. However, it still has the best tone, pacing, and scenes. Honorable mention goes to Clockwork Island for having somewhat okay fights. Too bad it has a really annoying kid characters that never shuts up.
Strong World is okay, but there's a lot of padding and scenes where nothing of importance happens, and all of the fights end in like 5 seconds. Film Z is a bit better but suffer from the same problems.
Baron Omatsuri is way too dark for One Piece, and the scene with the bumbling father guy shooting the bow and magically hitting its target is just so mind-blowingly stupid. Really good animation, but a lot of it is wasted on stuff that is just way too dark for no reason other than shock value.

I'm at Alabasta now (rereading in color). And he doesn't do as much scene jumping since, honestly, there's way less things going on, overall, and in each chapter too. And he's juggling less characters. But he does go back and forth setting them up before hand, before actually focusing on single fights and knocking them off one by one. The set up is similar to how he did it in Dressrosa, but it just seems way less chaotic for some reason. Dressrosa is still top 5 for me, but re-reading previous arcs, I think Oda really might've took on too many plotpoints/characters than he, or a weekly serialized manga, could handle.
