Its not a shounen where the hero gets stronger and fights to beat the monster. The hero is already the strongest, in terms of level he's perfect, unbeatable.
The drama is brought from there in some ways; other characters fight things at times for drama, but with Saitama it will always be over in one hit, every fight is blue balls for him. Like if you're dick has the ability to make everyone cum the second you stick it in, so you can never find any enjoyment yourself.
He will never get the great fight he wishes for, yet he keeps going.
This story is a comedy and subversion on the tropes, not "Exactly as the tropes should be and should always adhere to them". The journey and struggle is not about the hero getting stronger, but rather everything else. Read the manga and maybe you'll get it, but maybe not if you're stumped already.

I don't think the comedic timing is too far off, but it a little different than how I felt it happened in the manga. Also, probably simply because of the pacing of anime, it feels like it is moving much faster than the manga.

And the series isn't about just Saitama. In the manga it was more fleshed out. The first arc was Saitama beating up different monsters, questioning his own existence. It's like ONE himself asked where he was going with this. Then Genos appeared and it was funny as fuck, bringing contrast to Saitama's character. Other characters started to get introduced such as Licenseless Rider, King and the jail guy. Now it's about developing others' story arc. Saitama holds back and let's others try on their own. If they fuck up or are too weak, he comes in and saves them. If he'd up his game, all the other heroes would lose experience and have no reason to develope.
