Yes, the card game was only supposed to come up twice, and then when Takahashi found that people liked the card the most he decided to scrap everything else.

The cards were invented for the manga, so the author can make up rules as the story requires them. The first season of the show had no cards at all. But in the West they only aired the 2nd season onwards. A bit of "Dragonball Z" situation.
And the cards became merchandise that became bigger than the manga.
