I don't think he means that every lesbian character needs to explicitly yell out "I SURE AM ATTRACTED TO GIRLS AND NOT BOYS" but in terms of lesbian characters overall you'd think it might come up every now and then in a conversation. Like, a lesbian character might see another girl somewhere and just comment "man I sure love girls with big butts" or a lesbian character might be talking to a straight girl character who says something like "don't you just love guys with blue eyes" and the lesbian character might reply "nah, not interested in men".
It's a nuanced thing and people have already mentioned why this generally doesn't happen in Japanese media.

The fact the Simoun is so unknown and forgotten is one of the greatest tragedies of anime history. I've been watching anime for 20 years, and seen plenty of it from all eras. Simoun is one of the best anime ever made, with yuri or without it.
