Trying to write a DnD HGW scenario. The players write their own mages (within reason/stat sheets), but I write the heroes and the only way they can influence summoning is heritage, personality, and selection of vague artifacts. If someone's gaming the system I can fuck them over, but I digress.

It's like saying "Batman is weak because he doesn't have super powers, he's probably bottom tier". Nasu shows Archer is strong, but not in a way where stats or simply abilities are in his advantage.
It's all about how he applies himself
With that logic you'd say Batman is shit and weak, but then you see him beat Superman the strongest hero. This is because Batman knows how to maximize his value, plan ahead, is good at analysis, and figuring out weakness. His stats might be all E rank, and he'd still have high value depending on how he applies it.
That's like Archer's value; he might have lousy stats, but UBW route shows us where his real value lies as he plays everyone time and time again.
