What /u/ like a lot of other boards (eg. /h/) needs is stricter mods. However, the way mod/janitor stuff on 4chan works seems like it's not a particularly desireable position to have to mod a "secondary" board like that.
Especially so for janitors, as judging by the application newspost you only get to janitor one board and I don't see why anyone would want to janitor an inactive picdump board.

I guess. When I mentioned /h/ I was thinking of how I kept seeing League of Legends threads and other similar western stuff on there reasonably regularly, but I couldn't find one now so maybe they've improved.
