That person probably let slip his or her real life contact info or name when registering a domain years ago or put his or her real email address somewhere on a random blog back in their naive teenage years which allowed Japan years later to essentially dox him or her and subeona the person in question.
This is the end result of getting doxxed by Japan due to careless information security despite having bare minimun contact with the staff or volunteers who run your sites.
As a result, the site owner in question goes oh shit and just shuts down everything and being that the person who got subpoenaed owns more than one anime or manga site, of course similar closing final site messages would occur.
