I think sex chan is supposed to represent the average waifu in anime. She's just there to look pretty and for casuals to fap to. She literally has no substance other than sex appeal.

The shark mafia boss(the dog's father) is the enabler. He provides the financial backing for the client and completely ignores whether or not the stuff is good or bad for his son. You can tell he's pretty flippant about it because he almost gives money to the detective? agency.
