The scenes you have to get to UBW good are just plain inferior, and mostly revolve around Shirou feeding Saber, and lets not forget that the actual ending for UBW Good isn't anything special. It's just Shirou waking up and seeing that Saber is still there. UBW True has an epilogue that examines what Shirou's gonna do in his future, and how things have played out since the war.

There are magus out there that can fight servants on par, however rare they might be. Saber cannot take down the entire Magus Association at all, no matter how perfect you think she might be.
Saber had enough trouble during F/SN itself with some humans, she will get fucked hard even if its just current day magus if you think you can take them all on. The closer to the top ranks you get, the more you just see monsters like Zelretch, Lorelei, or other demons.

The world is full of that type of monster, hidden among the crowds in subtlety. Strange types, heretics, oddities, you'll find them everywhere, even if they're still rare as shit one in a million. Among those you'll find those that are one in a hundred-million, who can fight DAA or other monsters for one reason or another on par. Each new work shows there's a wide world out there rather than japan just being super special.
Eventually those odd types might be recruited by one organization or another, and their powers are brought out more. Which is how we get a Ciel, Sion, or Aoko.
