Go up to the higher tiers and you have beings like Featherine who can literally rewrite the story that your opponent is in and change it to make herself win.

Depends on how you define strength. But technically 'world benders'/'reality warpers'/'gods' can give themselves infinite strength and erase Saitama's. In anycase, Saitama is only the strongest in his own series.
