Best powers/fighting style, best uniform, best theme. I also like that she can keep up her strong mentor persona and her mission for justice despite the fact that she had crippling depression and loneliness to deal with.
She really got better in Rebellion, she's made out before to be the strongest magical girl with the most experience, but you never actually see it until Rebellion. She's cool.

The tragic story arcs that characters like Mami undertake will always be more engaging to me than characters who face no physical or emotional hardships over their resolve to do good.
You see Kyoko, Sayaka, and Mami, all initially driven by an inherent sense to help others, only to be separated by their own tragedies and driven to emotional extremes. You realize that Mami's sole validation was to keep saving lives, only to realize she would become a monster herself. And you see the toll that takes.
It's genuinely sad, because there's always this glimmer of hope of how things could have been better between them all. I'd love to see The Different Story's relationships get some on-screen acknowledgement in whatever continuation the series gets.
