I say it had a noticeable peak in 1979, a larger peak in 1984, a third peak in 1995, its largest peak in 1999, a minor peak in 2003, followed by a massive peak in 2008.
One could argue for a peak in 2012, but I think it'll be overshadowed by a larger peak sometime soon

All of my top 5 favorites are from 1998-2006, and I wasn't even into anime back then so there's no nostalgia-goggles. Not to say that there isn't still good anime being produced. Only the great ones stand the test of time, so in 10 years we'll see what's still considered great from the current generation.
