Bakura was suppose to be yugi's rival but Seto as a character had so much ego that he kept coming back for more, bakura was never as persistant.
Kaiba as a character is pretty well written, He was bad then good to neutral to chaotic neutral. he prides himself as always being a winner, Yugi was the first one to beat him at a game and kaiba just became obsessed with beating him.

When I was a kid I always wanted more Bakura.
Evil Bakura seemed to always have hidden motives and you kind of learn to respect the guy that always keeps comming back.
