Something can't be canon if it directly conflicts with the events of the story unless the creator says otherwise and it's a retcon, which never occurred with RtN. He even directly said he wanted to do something in RtN that he couldn't do in the series because it wasn't canon, which was showing Naruto, Kushina, and Minato as a family. Basically Hamura (/ O'tsutsukis) had 2 tasks on the moon.
1. To keep Gedomazo under control.

For generations a dogma that those who abuse chakra should perish has passed down in Toneri's family, a branch family from Hamura.
The main family were against the branch family's tortured misconception about the role, got accused of neglecting their duty and having Gedomazo stolen by Madara and extinguished by the branch family.
Toneri's plan is
to make Hanabi's eyes his own + marry with Hinata and go to bed
