KyoAni is unlikely given they'll probably be busy with AmaBri and the Kyoukai movie. Ordet is possible, but I don't know if Kadokawa is in good terms with Yamakan. I can also see J.C. Staff doing it, as weird as that could be, as J.C. Staff has done several Kadokawa property adaptations over the years. Finally, there could be a totally new studio which will debut with animating Nagato-chan.
Come to think of it, will Nagato-chan be a full series, or just a short?
