Not that anon but:
1. Tauros can't learn Rock Climb in gen 6 and it's HM 08 in gen 4 so you can't tranfer it to gen 6, either.
2. Check the OP. Volcanion can't go through the GTS. Best way you can do is GTS a bait (Ditto for example). After that, he/she shows up in acquaintance list then you can trade directly from there.

b8 af but here's why hacked pokemon will always be a thing while the 3ds is still running it's course.
As long as pokemon data is generated and stored locally on your handheld instead of on a server controlled by GF, hacked pokemon will always be a thing. On that note, it's not financially reasonable to maintain a server architecture like that or viable to force everyone to be online whenever they want to play pokemon.
The most GF can do is do a legality check in several areas for proper things such as stats, moves, balling, region, and the pokemon's history. (memories, etc) GF doesn't really can't tell if a pokemon is injected or not. Heck, they don't even check if a pokemon is balled properly anymore and they also widely distribute hacked mons with impossible movesets and stats themselves.
Nintendo can't force a 3ds to update without your permission let alone brick it on purpose because of the user end license agreement.
In the case that they ever do send a killswitch the people that switched over to arm9loaderhax, which is what all injectors are probably running, can bypass arm9. This essentially unbricks their 3ds by enabling you to flash and older, hacked, and even legitimate firmware back onto the hardware.
