I just can't see it being that hard and it'd be popular both in and out of universe. I'd prioritize it if I worked for Devon Corp- people would buy our fancy poke balls for Pokemon they've already caught! That's a whole bunch of extra sales, even if it means luxury ball metapods. You don't even need special in-universe balls, a Pokemon that likes you would let you release it and recapture it in a new ball with no resistance.
