Most rome 2 culture packs are worse than atilla's, the only one I'd buy is the one with epirus because they have a fun and challenging start and the dlc give Macedon a cav unit they both have that's really good. The one with the nomad factions is ok if you like horse archers and cav heavy armies, the rest are just underpowered factions with worse rosters and less variety than they rest of em.
The mini campaigns are good though except for wrath of Sparta, which has less unit variety than shogun and the least fun total war to date.

Add an extra building slot for each settlement and food/sanitation("""depth""""), more maps, some siege maps that are like the historical ones. The game is mostly fine aside from the lack of playable factions, a smallish campaign map and some balance issues, which are all very fixable, so I'm not too worried. If CA want to add in more campaign wide stuff with each expansion to add some more depth that also seems very possible.
