You need multiple RPG shots or C4 or ECM Feedback. I'm guessing she's basically a Winters reskin, not a Commissar reskin. Probably has some damage cap mechanic so people can't one-shot her. On slower runs, I had to magdump my 60-round CAR-4 into her face a few times on DW.

What is "cheaty" is debatable, some people consider cheats what you have described, also number of downs and all that suff. Apparently these hud mods are configurable to some extent, so you can disable the stuff you think is cheaty.

FWB and Slaughterhouse were the two dullest heists in PD:TH and the fact that they were originally planning to release them as more paid DLC during Crimefest was disgusting. They fucked up Counterfeit with the stupid money printing change and they made Undercover too easy by not making enough cops go for power boxes.
