Like the Hakumen and Jin situation in which we know Jin and Hakumen are the same person but are very different individuals because of certain events that caused a divergent in their timeline namely how the Ikaruga War situation was handle and Noel Vermilion existence. Reilus words imply that playable Naoto is indeed Naoto Kurogane but is different existence from the one he knew because the events that Naoto is talking about doesn't line up with his own memories.

What makes you say the console release will have 4 characters? The arcade version already had 4 new ones, which is quite a few.
Es and Trinity seem likely to be playable but I'm not convinced about Raquel and especially about the Embryo girl. And I think Mai remains a possibility; they already introduced her in the previous game, she has a popular VA, she's able to fight and Mori had suggested that her story would continue.

Raquel remains a possibility since she is a being born from the Azure and is already involved into the plot by Naoto. Plus, she apparently shares the same VA as Rachel who is a popular VA as well. The only issue with Raquel is we don't know where exactly her actual body is at the moment except that she is somewhere outside the embryo. If the spoilers are true then her talking to Naoto at the end of Act 3 was only because she was possessing Rachel body to come give him a brief explanation on why he is even in the Blazblue World.

How do you slide in any character? It's not as if most of the roster is necessary for the story; who needs Hibiki or Bullet for example? If Tao could make it in the Embryo when her only wish is to relax in the Kaka village there's no reason that Mai couldn't also be in the game. They could easily add in arcade routes where she meets Nine and Izanami as well as trying to protect Noel in the console release.
