Civilization V is quite fun. Simpler than it's predecessors, though. It's variously better and worse than Civ IV, but I think it's quite alright.
It is however, highly recommended you buy the 2 expansions and extra Civs.

As far as we know, it's the same gacha every day except with a different rate-up.
You're still not more likely to get a 5*, but if you want a specific one you should roll on the day it's rate up is there.
As for the paid quartz roll, it's a 10 roll of 40 paid quartz in a special gacha that guarantees a 5* servant. Just like the guaranteed 4* from a normal 10 roll, it's random. Although this one is a servant, you still don't know which one you'll get.
