Flowey and Mettaton are vocalized, so just those voices speaking.
Toriel is soft-spoken and careful, every syllable is very deliberate and proper. She enunciates a lot. Her voice is like a warm blanket.
Papyrus is goddamn Skeletor.
Sans' voice has a round quality. It's deep, and a little dopey. He always sounds like he either doesn't care, or cares more than he could convey.
Undyne has a scratchy, gravelly voice from all the yelling she does. Very tomboyish, but gets a little more feminine when she's flustered.
Alphys is a nasally, wheedling nerd with no presence. Every word she says has a noncommital tone so she can pretend it was a joke if she slips up.
Asgore's voice is deep, loud, and smooth. A radio voice, that commands attention and respect. It makes it especially hard to deal with when he says all the cutsey, lovey-dovey things he's prone to say.
Asriel in smoll form has a voice similar to his mom's, but much more carefree and fluid. In his edgelord form, he sounds like a generic anime character.

Papyrus is just a more optimistic Skeletor.
Alphys sounds like a grade A weebgirl.
Undyne sounds like a fitness instructor jacked up to 11.
Toriel has a motherly tone to her words, soft speaking but still able to get a point across.
Asgore has a deep, deep voice James Earl Jones style.
Flowey has that chipper tone when he talks to you normally, but his tone shifts to a more ominous one whenever he gets the "IDIOT" looks about him.
Mettaton is just like his sound files.
