Unless her bases are somehow tons shittier than any other single-target NP nuker, it means she's going to outdamage most every other non-zerker nuke NP against at least 2/3s of the 4-5* enemy Servants. That's pretty far from niche, I'd take it over just a medium chance of applying some status like a lot of effects are.
If anything the defense-pierce is the less than adequate one since I can't think of too many strong Servants that spam def buffs aside from Waver and he's never a very threatening enemy. Once they start adding high-star tanks that aren't Sieg/Chevy that effect might actually be worth something.

Casko can throw out NPs much faster than Waver can throw out skills.
Waver lets you accelerate into NP once. Casko lets you spam them over and over and over again. The former is a bit better in shorter battles, but when you're doing hard shit like a final event mission, the latter is a LOT better.

Alter's NP has the same effect as Arturia's, just with a higher damage multiplier. You still get something like 10~15% NP gauge back.
