Yeah, it was the game's first event. You'd do an easy quest and get a 1-2* Servant of a given class for each class sans Saber, which gave you a summon ticket instead.
It was early on, and done to make sure everybody had a usable Servant of most classes to tackle the story quests with.

Scat and Okita just got released and both have far more versatile NPs/skills than what jack will likely end up having. And that's not even mentioning drake or gil. The only redeeming grace she might have is her final skill and animation. Even her stats are complete ass thanks to the 0.9 assassin modifier
I will be the devil's advocate and say that Jack is not a bad servant. She's just not as strong as other 5* servants.
